• There is an alarming rise in violence against aid workers and facilities, with three attacks in September 2024. Drones targeting distribution points continue to disrupt crucial assistance.

Situation Update
• The Humanitarian Access Snapshot, reports a concerning increase in attacks against humanitarian personnel and facilities. Between 9-24 September 2024, three separate attacks targeted distribution centres, including those operated by WFP, resulting in death, injuries, damage and disruption to aid efforts.
WFP Response
• The Ministry of Education and Science of Ukraine and WFP signed a partnership agreement to implement the school meals program for the 2024/2025 academic year. As part of the program support, WFP will transfer 30 percent of the cost of meals for over 160,000 primary school students (grades 1-4) in 14 regions of Ukraine: Cherkasy, Chernihiv, Chernivtsi, Dnipropetrovsk, Khmelnytskyi, Kyiv, Lviv, Mykolaiv, Odesa, Poltava, Sumy, Ternopil, Vinnytsia, and Zakarpattia. Similar regional-level agreements will be signed with the Zaporizhzhia and Kharkiv city councils to provide a portion of the cost of school meals for children studying in underground schools in Zaporizhzhia and Kharkiv.
• The humanitarian situation in Sumy region has worsened due to increased shelling and airstrikes, resulting in infrastructure damage and civilian casualties. In response, WFP is actively engaged in the Cash Working Group's rotation mechanism for Sumy region, supporting the registration and provision of Multi-Purpose Cash Assistance (MPCA) to evacuees and individuals whose homes have been damaged, as well as supporting public institutions by providing inkind assistance in the region.
• WFP published a new Post-Distribution Monitoring (PDM) report for its in-kind food assistance program. The latest round of PDM data, collected in June 2024, aligns with previous findings, indicating consistent and stable food consumption among assisted households. While the report cannot definitively establish impact, it reveals that over half of the interviewed households have received continuous WFP assistance for the past six months. Furthermore, the frequency of food-based coping strategies has remained relatively unchanged since January 2024, with households primarily adopting less preferred or less expensive options. The report highlights assisted households' ongoing challenges as the full-scale invasion enters its third year. Despite food assistance, many continue to rely on livelihood coping strategies, underscoring their persistent struggle to meet essential needs.
• Under the Grain from Ukraine initiative, in September, WFP has shipped 440 mt of vegetable oil to the Democratic Republic of the Congo (DRC), 23,000 mt of maize to Malawi and Mozambique, 440 mt of vegetable oil for Mozambique, and shipments of food for Palestine are ongoing.
