KEY HIGHLIGHTS

  • Since the beginning of March, Ukraine has reported a notable increase in strikes impacting railway infrastructure.
  • In March, WFP provided food boxes to over 146,000 people in seven frontline regions. Meanwhile, where markets function, over 119,000 people received approximately USD 3.2 million in cash assistance.
  • The Middle East escalation has raised fuel prices in Ukraine, which affected WFP operations with increased logistics costs by around 22 percent.

SITUATION OVERVIEW

  • Sustained massive drone and missile strikes, including daytime attacks on energy, transport, and urban infrastructure, have further increased pressure on civilian resilience and response capacities. Since the beginning of March, strikes on Ukraine's railway infrastructure have sharply intensified, while Ukrainian authorities have warned on potential expansion of the attacks to water supply and wastewater infrastructure.
    • On 24 March, a large-scale aerial campaign involving nearly 1,000 loitering munitions resulted in reported civilian casualties, and extensive damage to residential areas and critical civilian infrastructure, including energy facilities and two maternity hospitals, marking one of the heaviest attacks since the start of the full-scale invasion.
    • Targeted attacks on port, industrial, and energy assets in Odesa further constrained humanitarian access in the south. Cross border impacts were also recorded, as strikes on Ukraine’s energy system severed Moldova’s main electricity link with Europe, leaving its grid in a fragile condition.
  • On 17 March, an FPV drone struck a truck carrying bread delivery by WFP contracted bakery to four frontline communities in Dnipropetrovsk region. The incident resulted in one reported fatality and one injury, and an estimated up to 1 mt of bread was lost – part of the commodities have been unloaded at one community before the attack.
  • The Middle East escalation and resulting supply chain disruptions have placed upward pressure on global oil prices and domestic fuel prices in Ukraine, increasing WFP logistics costs by 22 percent, and posing broader risks to the country’s economy – specifically the agricultural sector ahead of the planting season.
