Ukraine: Winter Response Plan - At a Glance (October 2024 - March 2025) [EN/UK]

The Winter Response Plan gives an overview of the activities outlined in the 2024 Humanitarian Needs and Response Plan (HNRP) to address specific humanitarian needs caused or exacerbated by the cold season in Ukraine from October 2024 to March 2025. The number of people targeted and the total funding required are part of the response prioritization and financial requirements of the HNRP.

The document consists of (i) Key Figures, (ii) Activities and Funding Required by the Cluster, and (iii) Why this Plan Requires Particular Attention.

Why this Plan Requires Particular Attention?

  1. The most vulnerable are at risk. With the non-stop massive destruction, the war caused to homes and other civilian infrastructure, including energy and heating systems, the most vulnerable people of Ukraine are at particular risk during the winter months.
  2. Power loss compromises critical services. Due to attacks on civilian energy infrastructure, Ukraine has lost part of its power generation capacity. This has critical implications, notably for health facilities and compromises access to basic services during the winter.
  3. Humanitarian action in winter is vital. The harsh winter only adds a layer of risk to people already facing dire humanitarian needs – they already need assistance now.
