OPERATIONAL CONTEXT
The destruction of the Kakhovka dam in Khersonska oblast on 6 June is one of the most significant incidents of damage to civilian infrastructure since the start of the full-scale invasion in February 2022. The subsequent flooding of Kherson city and surrounding areas has had an immediate and profound impact on local communities, infrastructure, and the environment. By the end of June, the massive flooding receded, leaving behind destruction and a worsened humanitarian situation in areas already facing the dire consequences of the war. The longer-term impact of flooding of homes is significant. During the month, country-wide attacks on residential areas and civilian infrastructure continued, causing a devastating rise in civilian casualties. As of 30 June, OHCHR recorded 25,170 civilian casualties in 1,504 settlements of Ukraine, including 9,177 killed and 15,993 injured, since the full-scale invasion. The actual figures are believed to be considerably higher. While UNHCR prioritizes life-saving humanitarian assistance and quickly responds to support communities impacted by the attacks and new shocks, UNHCR‘s programmes are also focusing on interventions that enable IDPs and returnees to recover and attain durable solutions where possible, given the stable interest of return among refugees and IDPs to areas perceived as safe, as described in UNHCR‘s most recent intention survey.
