HIGHLIGHTS:

  • Military activities intensifying in sub-urban and urban areas of Donetsk and Luhansk cities with further increase anticipated in humanitarian needs in the areas.

  • Reports of displacement from Donetsk towards the west (Krasnoarmiis’k), south (Mariupol) and east (Russian Federation); and from Luhansk primarily to the east (Russian Federation).

  • Restoration of essential services (except water supply) continues in the areas north of Donetsk, retaken by the Government, with reports of IDPs returning from within Donetsk oblast.

  • Response remains driven by the Government, local authorities and civil society.

  • Administrative difficulties and customs hurdles faced by some partners preparing for or supporting humanitarian response resulting in delays or cancellations of humanitarian assistance.
