KEY DEVELOPMENTS

  • On 20 June, UNHCR and partners commemorated World Refugee Day, including in Ukraine and refugee hosting countries in Europe. Events and exhibitions were held to amplify the challenges faced by people forced to flee worldwide, with participation from refugees and host communities.
  • At the 4th Ukraine Recovery Conference in Rome on 10 - 11 July, EU and international partners pledged over €10 billion to support Ukraine’s longterm recovery, launching the European Flagship Fund for Reconstruction to mobilize public and private investment. Humanitarian needs, displacement, and winter preparedness were also discussed, with emphasis on a whole-of-society approach linking development, solutions, and local governance. UNHCR’s High Commissioner, Filippo Grandi, and Director of the Regional Bureau for Europe, Philippe Leclerc, were in attendance; in the lead up, UNHCR also issued a press release flagging a new forecasting model and policy brief.
  • Major aerial attacks by Russian Armed Forces (RAF) intensified across parts of Ukraine, with June seeing the highest monthly civilian casualties in three years, with 1,575 casualties (232 killed and 1,343 wounded), and a tenfold increase in drone and missiles strikes from June 2024.
  • UN HMRRU observed an escalation in civilian casualties and human rights violations in Ukraine amid intensified fighting and evolving tactics of warfare. In its report covering the period from 1 December 2024 - 31 May 2025, a 37 per cent increase in civilian casualties was observed compared to the same period last year, with 968 killed and 4,807 injured.
  • UNHCR’s NGO partners continue to respond to people affected by ongoing attacks, including in Sumy City, Kryvyi Rih, Dnipro city and region, Donetska region, Kharkiv, Kirovohrad, Kyivska region, Odesa and Zaporizhzhia. UNHCR partners are providing psychological first aid, emergency shelter material, emergency cash assistance, core relief and essential items, and legal counselling to families affected by recent attacks, complementing the response of local authorities.
