BACKGROUND

Since the beginning of hostilities, nearly one-third of Ukrainians have been forced from their homes, in what has become one of the largest human displacement crises in the world today.

As of today, close to 7.9 million refugees from Ukraine are present across Europe, of which some 4.7 million have registered for temporary protection or similar national protection schemes. According to the most recent Ukraine Internal Displacement Report by IOM, over 6.5 million people were internally displaced by the war within Ukraine as of 27 October.

  • Data which UNHCR obtains from authorities across the region has not yet pointed to any significant recent increase in border crossings related to the war in Ukraine. However, the situation inside the country continues to deteriorate. It has been noted that returns and pendular movements back to Ukraine have reduced. A wave of missile attacks on energy infrastructure has caused widespread blackouts across Ukraine and a disruption to heating and water supplies. This situation is compounded by the onset of harsh winter conditions and plummeting temperatures.

  • In the neighbouring countries, UNHCR continues to work closely with the national authorities as well as partners to prepare contingency plans with a focus on neighbouring countries. Preparedness measures include the procurement of an adequate stock of essential relief items, including thermal blankets, mattresses, clothes and other items both for the regional stockpile in Hungary as well as in warehouses in other neighbouring countries including Moldova, Poland and Romania. Inside Ukraine, the central warehouse is stocked up in order to ensure that the 10 warehouses level at various locations across the country are replenished.
