Ukraine: Lessons learned - evacuation and support services in Kharkiv [EN/UK]

1 Overview:

Two focus group discussions were held with Protection and non-Protection partners involved in different stages of providing support to evacuees, being involved in the evacuation process itself or providing support at the Transit Center/Collective Sites. Additionally, interviews were held with the Relief Coordination Center (RCC) and CCCM Cluster at sub-national level. Focus group discussions and interviews were conducted in June, in Kharkiv. The findings should support the strengthening of identified gaps and good practices can be replicated in other similar contexts.

Increased deterioration of the security situation in Kharkivska oblast resulted in a larger number of IDPs arriving in Kharkiv city in May 2024. As a consequence of the sudden influx of individuals evacuated with the support of organized evacuation and self-evacuated. To identify the main elements of the response and to work on the improvement of the coordination in the future, feedback and main impressions were collected from organizations providing Protection, Gender-based violence and Child Protection services, and organizations working in different sectors.

2. Aim and Methodology: The discussion aimed to identify the positive and negative outcomes of the mobilization of partners to support the increase in the arrival of IDPs to Kharkiv city in May and June 2024 as a result of the deterioration of the security situation in frontline areas.
