The International Rescue Committee (IRC) is pleased to share the latest Policy Brief, Support system for displaced persons: from evacuation to safe accommodation. This document synthesizes findings from the practical design session convened by the IRC in Dnipro on October 8, 2025. The brief conceptualizes displacement as a holistic continuum—moving beyond immediate logistics to address the full trajectory from the initial decision to leave high-risk zones, through transit processing, and ultimately to integration into state support systems and new communities.
Drawing on the collective expertise of participating humanitarian partners and government representatives, the analysis identifies systemic vulnerabilities across three critical stages: the physical security of evacuation routes, the protective capacity of transit centers, and the structural challenges of resettlement. Specifically, the document highlights urgent operational gaps, including the critical shortage of armored transport for persons with reduced mobility , the insufficiency of civil protection shelters within transit hubs , and the lack of verified, real-time data regarding available housing for long-term placement.
To drive action on these issues, the brief presents a strategic "solutions portfolio" offering targeted measures for national, local, and humanitarian actors. Importantly, these proposals have been adapted to align with the recently adopted Cabinet of Ministers Resolution No. 1307, ensuring that the recommendations not only address existing gaps but also strengthen the implementation of the updated state regulatory framework.
