ALLOCATION STRATEGIC STATEMENT
On 30 November 2023, the Ukraine Humanitarian Fund (UHF) launched the first Standard Allocation of US$75.7 million for 2024. Through this allocation, the UHF seeks to provide targeted and coordinated multi-sectoral humanitarian assistance to vulnerable war-affected people in Ukraine, in line with the prioritized activities under the 2024 Humanitarian Needs and Response Plan.
Specifically, the allocation aims to address the compounded needs of people with disabilities, older people and vulnerable women and children in hard-to-reach areas close to the front lines; areas with high concentrations of displaced people, returnees and other war-affected people in need of assistance in the northern, eastern and southern oblasts; and selected collective sites hosting the most vulnerable of the displaced people in western oblasts.
The first Standard Allocation pursued the following three thematic priorities: (1) last-mile delivery of critical humanitarian assistance to hard-to-reach areas; (2) multi-sectoral and critical single-sector assistance in the raions of high inter-sectoral needs in the eastern, southern and northern oblasts; (3) multi-sectoral assistance to support vulnerable displaced people in prioritized collective sites.
This allocation aligned with the UHF’s continued commitment to meaningful local partnerships through promoting participation and capacity strengthening of Ukrainian organizations, including national and local NGOs, civil society organizations (CSOs) and volunteer groups. These organizations are able to deliver principled last-mile assistance, especially in hard-to-reach locations. Furthermore, the first Standard Allocation promoted cross-cutting priorities, such as gender and age considerations, disability inclusion, protection mainstreaming and accountability in all partner programming.
