This Ukraine Humanitarian Fund (UHF) Winter Response Reserve Allocation of US$66.6 million is supporting time-critical and high-impact activities identified in the 2024-2025 Winter Response Plan. In June, the humanitarian community developed this Winter Response Plan prioritizing activities under the 2024 Humanitarian Needs and Response Plan for Ukraine (HNRP). These actions aim to support the winter needs faced by vulnerable displaced people and people living in collective sites, complementing the efforts of the Government of Ukraine for the upcoming winter season.
The unique value of this reserve allocation lies in the UHF’s tailored mechanism for prioritizing the most critical winter needs, which will be delivered by its partners with relevant expertise. Building on last year’s experience, the UHF and two clusters – Shelter and Non-Food Items Cluster and Camp Coordination and Camp Management Cluster – have pre-selected partners to allow rapid disbursement of funds to ensure the timely implementation of prioritized activities, which is essential before the onset of winter. The tight sectoral and geographic focus complements ongoing and planned interventions by other donor and international agency initiatives addressing winter needs under the 2024 HNRP.
The allocation will provide humanitarian assistance up to 150,000 people in front-line oblasts in the east and south and those bordering the Russian Federation in the north, including winter energy needs and cash for utilities. Additionally, 50,000 displaced people will benefit from repairs and maintenance of the collective sites in preparation for winter, along with support for heating and fuel to keep warm during the upcoming cold months.
Furthermore, this Winter Response Reserve Allocation also reinforces the UHF’s continued commitment to localization by providing nearly half of the funding to local organizations directly and through implementing partners. This includes small civil society organizations with access to hard-to-reach locations enabling provision of assistance. Moreover, this allocation promotes cross-cutting priorities, including gender and age considerations, with 60 per cent of the targeted population being women and girls, and disability inclusion, benefiting 4,400 people with disabilities, including 800 children, as well as protection mainstreaming and accountability in all partners’ programming.
