With the security situation continuing to deteriorate in the front-line Donetska, Kharkivska and Zaporizka oblasts, the number of people in need of evacuation and safe accommodation significantly increased throughout December. With increasingly harsher winter conditions, those who are not evacuated from hard-to-reach areas become more vulnerable and require support to access basic services and meet their basic needs. Without this assistance, the most vulnerable people face life-threatening risks.
To respond to these critical needs, in December, the Ukraine Humanitarian Fund (UHF), under the leadership of the Humanitarian Coordinator for Ukraine, launched the Second Reserve Allocation of US$19.6 million.
The reserve modality of allocation prioritized vulnerable groups, including people with disabilities, families with children and older adults requiring social services. Activities complemented local authorities’ efforts and focused on:
- Evacuation support: Social transportation and information dissemination connecting people in need to service centres.
- Protection services: Protection and child protection and support for highly vulnerable displaced people at reception sites.
- Safe accommodation: Accessible spaces for recently evacuated populations, ensuring dignified reception for those with limited mobility.
- Camp management: Essential supplies and services for initial stays at collective sites, including emergency packages where needed.
This allocation upheld UHF’s commitment to localization, providing direct funding to national partners. In addition, funds were provided to a national consortium to provide capacity-strengthening support to civil society organizations that can deliver assistance in hard-to-reach locations in accordance with the OCHA Humanitarian Financing Unit’s Review of Small Grants.
