Section 1: Strategic Statement
This highly prioritized, accelerated allocation of the Ukraine Humanitarian Fund (UHF) to a limited number of pre-identified humanitarian partner projects will support conflict-affected people located in the eastern and southern oblasts of Ukraine, found with the greatest severity of needs, with sectoral assistance with the largest number of people in need, as identified in the 2023 Humanitarian Needs Overview.
The allocation will provide the first source of funding to kickstart the most urgent, time-critical activities under the 2023 Humanitarian Response Plan (HRP) with an emphasis on direct assistance wherever relevant. Specifically, the allocation will fund an inter-agency initiative linking demining, agricultural land rehabilitation and livelihood assistance; tailored emergency shelter and water, sanitation and hygiene (WASH) support to address differentiated needs in rural settlements of newly accessible areas and urban centres; specialized protection assistance targeting vulnerable individuals including persons with disabilities, women, children, elderly, the displaced and those separated from their families; provision of comprehensive primary healthcare services including mental health and psychosocial support and pre-positioning of medicines; and complementary multi-sectoral cash assistance (MPCA).
