Section 1: Strategic Statement

Through this allocation, the UHF aims to provide targeted and coordinated multi-sectoral humanitarian assistance to vulnerable internally displaced persons (IDPs), returnees and other conflict-affected people in Ukraine, with prioritized activities under the forthcoming 2024 Humanitarian Needs and Response Plan (HNRP). In particular, the allocation seeks to address the compounded needs of people with disabilities, older persons and vulnerable women and children in 1) hard-to-reach areas closest to the frontlines of conflict and borders with the Russian Federation, 2) areas with high concentration of IDPs, returnees and other conflict-affected people in need of assistance in the northern, eastern and southern regions, and 3) selected collective sites hosting the most vulnerable of the displaced population in the western region.
The allocation will pursue UHF’s continued commitment to meaningful local partnerships through promoting participation and capacity strengthening of Ukrainian organizations, including national and local NGOs, civil society organizations (CSOs) and volunteer groups, with the ability to deliver principled and contextually relevant last-mile assistance, especially in hard-to-reach locations. In addition, the allocation will promote cross-cutting priorities including gender and age considerations, disability inclusion, protection mainstreaming, and accountability in all partner programming.
