Humanitarian Access Severity analysis for January – October 2023 represents a qualitative assessment of the humanitarian access situation in Ukraine. Based on focus group discussions and consultations with UN agencies, national and international non-governmental organizations, it presents the observed impediments and operational restrictions to the delivery of the humanitarian response and emerging trends thereto.
