Ukraine: Housing, Land and Property in Ukraine - Residential Damage, Property Rights and the eRecovery Programme - Thematic Brief (February 2025)

Since the onset of the full-scale invasion of Ukraine by the Russian Federation on 24 February 2022, Ukraine has witnessed widespread destruction of housing and infrastructure, resulting in unprecedented internal displacement and disruption of lives and livelihoods. Between February 2022 and December 2023 alone, it is estimated that more than two million housing units were damaged or destroyed, according to the third Rapid Damage and Needs Assessment. Internally displaced persons (IDPs) are disproportionately affected, bearing the highest eviction risks, heavier housing-related financial burdens, and prolonged economic strain.

In this context, access to Housing, Land and Property (HLP) rights is both an urgent humanitarian priority and a cornerstone of Ukraine’s longer-term recovery and resilience. HLP rights are interdependent and encompass not only the right to adequate housing but also statutory and customary rights to land, and the broader right to security of tenure in their property arrangements. Where these rights are undermined or denied, displacement tends to be prolonged, and IDPs often become more vulnerable to eviction and homelessness, as well as face barriers in accessing essential services.

Utilising data from the IOM General Population Survey (GPS), collected in November and December 2024, this report provide an evidence-based analysis of housing damage, access to legal documentation, and the role of the eRecovery programme in facilitating compensation and property restitution.
