ESCALATING WINTER HEALTH NEEDS
Since December 2025, Ukraine has experienced repeated attacks on energy infrastructure during severe winter conditions, causing widespread humanitarian impacts and heightening risks for households and health facilities due to power, heating, and water outages.
Between 27–30 December 2025, damage in Kyiv and across Chernihiv, Dnipro, Donetsk, Kharkiv, Kherson, Sumy, and Odesa oblasts left over one million homes without reliable heat or electricity. In January 2026, disruptions intensi ed: on 9 January, nearly 6,000 apartment buildings in Kyiv lost heating and, in some cases, water amid –17°C to –20°C temperatures in northern and central regions; on 19 January, blackouts a ected Sumy, Odesa, Dnipropetrovsk, Kharkiv, and Chernihiv oblasts; and on 24 January, approximately 1.2 million properties in Kyiv and Chernihiv regions lost electricity, leaving thousands without heating during extreme winter conditions (–7°C to –1°C on average across the country).
These attacks, combined with severe winter weather, have dramatically increased humanitarian and health needs, particularly in northern and central regions, where households and health facilities continue to struggle to maintain heat, water, and essential services.
