OPERATIONAL CONTEXT

  • In April, intensified hostilities continued to pose a grave threat to civilians, with attacks increasing in both frequency and severity across affected regions. In response, Health Cluster partners, working in coordination with emergency services and local authorities, mobilized to deliver critical emergency health assistance—including on-site trauma care and support for referrals to secondary health services.
  • The use of powerful missiles in densely populated cities intensified this month, contributing to a marked rise in civilian casualties. According to preliminary verified data from the UN HRMMU, there has been a 46 per cent increase in verified civilian casualties, as of 24 April, compared to the same period in 2024.
  • The safety and delivery of health care remains under threat, as incidents of violence against medical personnel and facilities persist across affected regions. On 15 April, a guided aerial bomb strike in Kharkiv region damaged an ambulance and injured a paramedic – marking the third attack impacting medical transport in the area during the first half of April. The Health Cluster WHO SSA, and WHO, through the WHO SSA verified 33 attacks on health care in April alone, resulting in 12 injuries among health workers and patients.
