Operational Context:
In March, air raids resulted in civilian deaths, injuries, and extensive damage to civilian infrastructure, including homes, schools, and hospitals, amid attacks affecting energy infrastructure. On 7 March, a deadly attack in Donetsk Region that damaged at least eight five-story residential buildings, an administrative building, and 30 vehicles, killed nearly a dozen civilians and injured at least 50 others. Among the casualties, a rescue worker was killed by a strike while providing assistance. On 24 March, a large-scale attack on Sumy City wounded over 100 people, including more than 20 children, damaged multiple homes, schools, and a hospital.
• Relentless attacks on health care continue to endanger the lives of health workers and patients, while severely disrupting the provision of essential medical services. On 19 March, three hospitals in Sumska oblast were damaged, injuring a health worker. On 28 March, an attack occurred in close proximity to a URCS emergency vehicle, resulting in injuries to personnel on board. In March alone, the Health Cluster and WHO, through the WHO SSA verified 34 attacks on health care, resulting in 13 injuries and one person killed among health workers and patients
