Operational Context:
• Air raids in January resulted in signicant civilian casualties and infrastructure damage. The 8 January attack in Zaporizhzhia, which killed 14 civilians and injured more than 120 people, marked the highest single-incident toll in two years. Further attacks between 17 and 20 January in Kyiv, Kryvyi Rih, and Zaporizhzhia caused nearly 40 civilian casualties, while strikes between 24 and 29 January resulted in 45 more casualties. Frontline areas in Donetsk, Kharkiv, and Sumy regions also reported dozens of additional deaths and injuries.
• Health care services continue to be severely impacted by ongoing attacks, further straining medical resources. Since the beginning of 2025, targeted strikes have further endangered the lives of health care workers and patients. On 30 January, a drone attack in Kupiansk, Kharkiv oblast, injured three medical workers and damaged an ambulance. In January alone, the Health Cluster, through WHO SSA, veried eight attacks on health care.

• 8 January | Zaporizhzhia: A series of attacks on populated areas resulted in 14 people killed and 127 injured. In coordination with the Zaporizka Department of Health (DoH), oblast health authorities, and the Centre for Disaster Medicine (CDM), four health cluster partners mobilized support. URCS provided rst aid to 39 individuals and facilitated the transportation of seven injured persons to healthcare facilities. WHO, Médecins Sans Frontières – Operational Centre Brussels (MSF OCB), and UK-MED contributed medical consumables and essential medical items to the hospitals receiving the patients.
• 17 January | Kryvyi Rih: An attack on an educational facility led to ve people killed and 14 others injured. Two health partners responded, in close coordination with the health authorities. URCS delivered rst aid and psychological rst aid (PFA) to 19 aected persons, with four requiring hospitalization. Medical Teams International deployed teams to the site to support response eorts.
• 22 January | Zaporizhzhia: A strike on a residential area resulted in one person killed and 51 injured. To complement the health authorities' eorts, in coordination with the DoH, URCS provided rst aid and PFA to 28 people, with one person requiring hospitalization.
• 30 January | Sumy: A drone attack hit a residential building, killing at least seven people and injuring 14 others. In coordination with the Sumska DoH, and health authorities, URCS provided rst aid and PFA to 20 people aected by the attack.
