HIGHLIGHTS

• The intensification of attacks in October continued the alarming trend observed in September, with air strikes occurring at twice the frequency of previous months. These attacks included at least three reported incidents targeting first responders, the deaths of four aid workers and injuries to 11 others. Residential buildings and critical infrastructure, including health facilities, have been significantly damaged. The UN Human Rights Monitoring Mission in Ukraine (HRMMU) documented at least 183 civilian deaths and 903 injuries during October alone.

• Intensified hostilities led to an increase in displacement from frontline areas in the Donetsk, Kharkiv, and Sumy regions. IOM Frontline Flow Monitoring recorded 4,100 displaced people from hromadas affected by intensified hostilities in Kharkivska oblast in October 2024. The highest displacement spike occurred between 14 and 20 October, with over 1,200 people passing through the Kharkiv City transit center due to expanded evacuation orders. In Donetska oblast, from 16 to 30 October, another 1,700 people were displaced from the Pokrovska hromada area. In response, some 16 Health Cluster partners, in collaboration with local authorities, have provided essential health and mental health services at five transit centers, reaching over 3,000 displaced people.

• From 21 to 23 October, the Health Cluster conducted two capacity-building workshops to strengthen local organizations’ capacities in accessing funding, ensuring operational sustainability, and integrating gender-sensitive approaches into health programming. The workshops trained a total of 58 participants representing 28 diverse health partner organizations.

• Health Cluster partners reported a significant increase in the negative impact of military mobilization on humanitarian operations, particularly in Kharkivska, Dnipropetrovska, and Mykolaivska oblasts. The mobilization efforts particularly affected activities in transit centers and disrupted critical preparations for the winter response.
