OCHA Situation Report No. 6

GENERAL SITUATION

1. There was no rain on 29 and 30 November 1998 in the affected region. The snow level is 1-3 cm in the valleys and up to 13 cm in the mountain areas. The water levels in the rivers are decreasing. The air temperature is between minus three and plus five. According to the forecast, the weather will not change significantly during the next two days.

2. The number of fatal casualties is 17, and one person is still missing.

3. There are 212 buildings still flooded, 2,002 buildings destroyed and 303 partially destroyed. More than 6,967 buildings need to be repaired. The total number of persons unable to return to their houses is 5,609.

4. Following air surveillance of the flooded territory, the State Geological Committee listed 143 cases of active landslides that could threaten infrastructure. As a result of this assessment, 59 houses at risk were identified and their inhabitants evacuated. Another 50 houses, parts of roads, railroads and the water supply will be affected in case of a further deterioration of the situation.

5. Reconstruction works on the river dikes are completed at 15 locations (out of 25 of high priority).

6. Underground water monitoring is continuing. The water quality remains stable and meets established standards. Medical assistance is being provided to the affected population and, in general, the epidemiological situation is under control.

7. MOST URGENT NEEDS

The Government reports the following urgent requirements:


(a) Medicines for the hospitals
(b) Baby food for 2,000 children for 3 months:
(c) Warm clothing and shoes for 2, 000 children:
(d) Canned meet and fish (50,000 cans)
(e) Vegetable oil (5,000 litres)
(f) Animal fat (20 MT)

8. INTERNATIONAL ASSISTANCE

In addition to the assistance reported in Sitrep No. 5, the following contributions have been reported to OCHA:

  • Japan, in-kind assistance, valued at USD 100,000
  • USA, Cash-grant: USD 25.000

9. IFRC and OCHA continue to coordinate their actions. Close cooperation and information sharing is also maintained with the Euro-Atlantic Disaster Response Coordination Center of NATO which regularly sends reports on the situation to its network of Points of Contact for International Disaster Assistance in NATO and Partner Countries.

10. OCHA is prepared to serve as a channel for cash contributions for the immediate relief needs detailed above. Funds channelled through OCHA will be spent in coordination with the relevant organizations of the UN system and OCHA will provide written confirmation of their use. Funds should be transferred to OCHA account No. CO-590.160.1 at the UBS AG, PO Box 2770, CH-1211 Geneva 2, with reference: OCHA - Ukraine - Floods.

11. For coordination purposes, donors are requested to inform OCHA Geneva, as indicated below, of relief missions, pledges or contributions and their corresponding values by item.
