OPERATIONAL CONTEXT:
• Missile attacks on Kyiv have increased. A Russian missile attack on 11 December injured at least four civilians and damaged power supply lines, leaving an estimated 120 homes without power. On 13 December, another Russian missile attack on Kyiv injured over 50 people. Although all missiles were reportedly downed by defence systems, the falling debris caused extensive damage to four neighbourhoods and impacted a residential building, children’s hospital and a kindergarten.
• The increased strikes on Kyiv come on top of **continued fighting and daily attacks in the south and east of the country, particularly impacting communities close to the frontline8. Attacks on Odesa injured 11 civilians on 13 December and killed one civilian on 17 December, in addition to damaging residential buildings.
In Khersonska oblast, repeated attacks killed two civilians over the past week, injured several others, as well as damaged residential buildings, an administrative building, and a medical facility. On 20 December, strikes by the Russian Federation damaged facilities and critical supplies of at least three humanitarian organizations in Kherson.
• On 12 December, there was a cyberattack on one of Ukraine’s largest mobile operators, Kyivstar, damaging the communications network in the country. The attack impacted millions of people's access to vital public services that relied on Kyivstar’s internet, including the banking system, postal services, as well as air raid notification systems in some regions.
• UNHCR continues to provide immediate protection and assistance to people living in impacted areas while supporting the early recovery and durable solutions for displaced people, returnees, and war-affected people remaining in their homes.
