OPERATIONAL CONTEXT:
• Hostilities continue to impact civilians, particularly in the east, north-east and south of Ukraine. UNHCR is alarmed about the worsening humanitarian situation and forced displacement as a result of the ground offensive launched on 10 May by the Russian Federation Armed Forces in northern Kharkivska oblast. As part of the interagency response, UNHCR and partners are responding to the needs of new evacuees as well as those affected by relentless aerial attacks. On 23 May, missiles struck a printing house in Kharkiv city, killing seven employees and injuring at least 20 civilians. Two days later, two bombs struck a hardware centre in Kharkiv city, killing 19 civilians and injuring over 50. On 31 May, multiple missiles hit a residential area in Kharkiv city, killing nine civilians. Overall, the UN Human Rights Monitoring Mission Ukraine reports that at least 174 civilians were killed and 690 were injured in Ukraine in May 2024, the highest number of civilian casualties in a single month since June 2023. More than half of these casualties occurred in Kharkivska oblast.
• Large-scale Russian aerial attacks continued across Ukraine, with a sustained focus on targeting energy infrastructure. According to latest estimates, Ukraine has lost more than 60% of its energy generation capacities since 2022. In May, the Ministry of Energy announced the start of emergency energy outages across the country and authorities are planning for an extremely challenging winter ahead. UNHCR is working closely with partners to prepare for and scale up to help people survive the winter.
• On 5 June, three staff of UNHCR's NGO partner Proliska came under artillery fire while delivering humanitarian aid in Zaporizka oblast. Fortunately, there were no casualties, but their car marked as humanitarian was damaged.
• Marking the International Day of Innocent Children Victims of Aggression (4 June), the UN condemned the severe violations of children’s rights caused by Russia’s invasion of Ukraine, which has caused immense physical, psychological, and emotional harm.
• UNHCR is providing immediate protection and assistance to people living in impacted areas while supporting the early recovery and durable solutions for displaced people, returnees, and war-affected people remaining in their homes.
