FOREWORD

The presented Education Cluster Strategy 2025 serves as the foundation and guide for all those engaged in the humanitarian support and recovery of the education sector in Ukraine. It is the result of collaborative efforts by many organizations, aiming to outline the current understanding and vision of key needs, priorities and humanitarian response actions in education.

The alignment of efforts between the Ministry of Education and Science of Ukraine, the Education Cluster, and all non-governmental organizations, donors, and partners is what our education system currently requires. MoES team is grateful to everyone who joins and is ready to work towards common goals for the future of education in Ukraine.

Since the beginning of Russia’s large-scale aggression against Ukraine, a significant amount of educational infrastructure has been damaged or destroyed, and the safety of teachers and students is of the paramount importance. The situation calls for systematic measures to bring participants back to the educational process, rehabilitate educational infrastructure, provide safe offline and online learning options, mental health support programs, address educational losses, and simultaneously implement changes in the educational environment, content, and approaches.

Ensuring quality, modern, and accessible education, centred around individual self-realization, is our goal. Hence, we need to combine the education support and recovery process with transformation, improvement, and human capital development agenda to ensure Ukraine's sustainable future. We always strive for the best for our children and citizens, constantly moving in this direction, that is why we invite you to participate in the recovery, rebuilding and reform of the education system.
