Ukraine CWG Registration, Deduplication and Interoperability Task Team (TT3) TORs - April 2024

1. Background

Since the escalation of the conflict in Ukraine in February 2022, the Ukraine Cash Working Group (CWG) has supported the scaling up of humanitarian Multipurpose Cash Assistance (MPCA) and facilitated harmonized tools to design and implement common approaches to MPCA to meet the diverse needs of conflict-affected populations. Under the umbrella of the CWG, several dedicated Task Teams have been created, ranging from targeting to monitoring. This document captures the terms of reference for Task Team 3 (TT3), which is dedicated to Registration, Deduplication, and Interoperability.

2. Objective

The overall objective of CWG TT3 is to recommend to the CWG members a coordinated, effective, and efficient set of tools, processes, and procedures for registration, deduplication, and interoperability. This is aimed at facilitating the equitable distribution of collective humanitarian resources, supported by a robust data governance framework, while delivering an optimal registration and assistance experience for the beneficiaries served. To achieve this, TT3 will:

● Review and recommend collaborative approaches and tools for beneficiary-centered registration and deduplication, considering, among other things, implications of operational complexities such as one off versus ongoing assistance and different system functionality.

● Collaborate closely with the CWG National Response Analysis and Targeting Task Team and the Sub-National Emergency Task Force to ensure alignment of targeting, registration, and deduplication processes.

● Review and advise on data responsibility aspects of registration and deduplication, including but not limited to cybersecurity, data protection and privacy, and other considerations for the safe, ethical, and effective use of data.

● Identify and recommend solutions to registration and deduplication challenges and harmonize these with the other components of the assistance cycle towards a seamless experience for beneficiaries and humanitarian organizations.
