  • GoR forces’ strikes on energy infrastructure in December prompted extended power outages across Ukraine, challenging basic service delivery and health care provision. A GoR strike in Zaporizhzhya city also resulted in the deaths of at least 11 individuals and injuries to several other people, including health workers.
  • Movement of the front line since September has driven multi-sector humanitarian needs, particularly in frontline oblasts facing the most severe impacts.
  • Relief actors, including USAID/BHA partners, reached an estimated 366,000 people with winter- related assistance—including food, health, shelter, and CCCM—from August to November. WASH Cluster partners also reached an estimated 855,000 people with critical winter-related assistance as of November.
