  • Widespread GoR attacks targeting Ukraine’s energy infrastructure in November resulted in civilian casualties and unplanned electricity outages amid winter temperatures.
  • Civilian evacuations continued from frontline areas in response to ongoing hostilities and GoR capture of territory. Relatedly, hostilities also diminished relief actors’ access to individuals unable or unwilling to relocate from frontline areas.
  • Amid the onset of winter, humanitarian organizations—including USG partners—reached more than 144,000 people with winter-specific support between August and October, the UN reports. Relief actors reached a total of 7.7 million people across Ukraine with humanitarian assistance in 2024 through October.
