Expenditure Basket was required to ensure all objectives pursued fell under the required associated humanitarian lens rather than poverty-based lenses. In particular, cash actors expressed the need to ensure non-humanitarian consumption items would fall outside the MPC basket, while enabling further cluster ownership through a basic needs basket tailored to sectoral needs as assessed by the clusters activated in the Ukraine response.
