1. Introduction

In response to the escalation of the humanitarian crisis in February 2022, and following increased regularity and severity of the missile attacks in the Eastern part of Ukraine, including Kharkiv, Dnipro, Zaporizhzhya and Donetsk regions, during the Q1 and Q2 2023, and the increased complexity of the needs of the victims of those attacks, Multipurpose Cash Assistance (MPCA) has proved to be one of the most helpful tools to cover these needs.

Taking into account the unpredictability of the exact location, where the help will be needed next, and variable availability of the resources (human and financial) of the national and international organizations, it has been proven by the pilot coordination efforts initiated by OCHA and IOM, co-chairs of the Dnipro Hub CWG, that the joint emergency response is an extremely effective and efficient way to provide the beneficiaries with the required aid.

As a result, more formalized guidelines for all the actors operating in the region became a necessity to organize and coordinate the operations in case of emergency.
