The overall objective of the VA WG is to support the Government of Ukraine in establishing VA as part of the national response to Humanitarian Mine Action (HMA), and in coordinating related activities through cooperation and coordination between relevant ministries and (international) actors, including victim organisations and organisations for people with disabilities to ensure effective, victim-centered, and right-based centered approaches to VA across Ukraine.
In addition to its coordination function, an essential part of the VA WG’s mandate is to monitor the implementation of national mine action strategy in the field of VA, taking into account feedback from affected population and partners on the ground, analyzing existing gaps, and supporting the adjustment of programs in line with the actual needs of the population.

The VA WG will be convened under the context of Ukraine MA AoR and is open to requests from the MA AoR and the stakeholders. To ensure continuity and inclusivity in the coordination process, the composition of the Working Group should be reviewed at least every two years or as needed. New members may join the Working Group on their own initiative, including survivor-led organizations, local NGOs, and community representatives, subject to prior agreement with the co-chairs of the Working Group (DRC and HI). The VA WG holds meetings on a monthly basis or as needed. Ad hoc meetings may be scheduled for urgent matters or technical deep dives. Two organisations will co-chair the VA WG coordination between NMAA Secretariat, Ministry of Economy, Ministry of Social Policy and Ministry of Health as well as related humanitarian clusters (e.g., Protection, Health, Education, etc.). The VA WG will report to the MA AoR on any action points that need to be discussed under the broader MA AoR.
