This analytical report was created based on facilitated discussions that took place in Odesa (November 26, 204) and Dnipro (November 28, 2024) organised by HIAS Ukraine with representatives of civil society organizations, local governments, and other entities responding to cases of gender-based violence in Kherson, Odessa, Mykolaiv, Kharkiv, Zaporizhzhia, and Dnipropetrovsk regions. The information was collected in a facilitated discussion format.

This report contains information on the main challenges and barriers in the system of combating genderbased violence faced by response actors (civil society organizations, law enforcement agencies, local governments). The information provided in the report can be used by state structures, law enforcement agencies, and local governments involved in developing a system for preventing and combating genderbased violence, as well as providing assistance to victims of gender-based violence. The report can also be used to optimize efforts in the field of combating and preventing GBV and providing assistance to victims of GBV by civil society organizations, international non-governmental organizations, interdepartmental working groups, and government programs.
