The strategy contextualizes the IOM Global Strategic Plan (2024-2028) to the specific dynamics of Ukraine and the broader region, indicating our priorities and funding needs to deliver on the three objectives: (1) Saving and protecting people on the move; (2) Driving solutions to displacement; and (3) Facilitating pathways for regular migration.
The strategy is tied to a financial requirement of USD 1.5 billion for three years, covering humanitarian and recovery activities in Ukraine and the refugee-hosting countries of Belarus, Bulgaria, Czechia, Estonia, Hungary, Latvia, Lithuania, the Republic of Moldova, Poland, Romania, and Slovakia.
In 2024, we are requesting USD 524 million, in alignment with the Humanitarian Needs and Response Plan 2024, and the United Nations in Ukraine Transitional Framework (2022-2024) in Ukraine, and the Regional Refugee Response Plan: Ukraine Situation (2024) in refugee-hosting countries. Through our interventions, we are targeting nearly 2 million people in the region, as well as 2,600 entities (including government authorities at all levels, collective centres, communities, small and medium enterprises (SMEs), civil society organizations (CSOs), private sector, academia, etc.).
