EXECUTIVE SUMMARY

The Russian Federation continues its massive attacks on Ukraine’s critical infrastructure. Between the night of December 13th and 14th alone, at least 450 drones and 30 missile strikes were reported, predominantly targeting Southern Ukraine (Mykolaiv and Odesa oblasts). Over the past week, a total of 1,500 drones, 900 aerial bombs, and 46 missiles of various types were launched, according to the Communications Department of the Ministry of Internal Affairs of Ukraine. These attacks have caused widespread power outages, loss of heating and water, and the disruption of municipal electric transport. Most tragically, they have resulted in numerous civilian deaths and injuries.

According to Vitalii Kim, Head of the Mykolaiv Regional Military Administration, settlements in the Bashtanka and Mykolaiv districts were left without power overnight. Critical infrastructure and electric transport in the city of Mykolaiv were also severely affected. This forced an urgent transition to generators for all critical facilities to ensure water supply and wastewater disposal.

The situation is further complicated by the fact that the Odesa and Mykolaiv Oblasts are located on the periphery of the unified power system, says Hennadiy Riabtsev, Chief Research Fellow at the National Institute for Strategic Studies. With a limited number of transmission lines connecting them to regions where power generation is concentrated, restoring a stable energy supply is exceptionally difficult.
