RFI: Impact of Strikes on the Power Grid

The Russian army has been launching regular strikes on Ukraine’s energy grid since October. These attacks have led to power outages affecting every Ukrainian region and occasionally neighboring countries, with some regions left entirely without power for periods of time. The country’s heat and water infrastructure have also been affected. Officials have initiated regular, planned power outages in an attempt to stabilize the system and make residents’ lives more predictable. Notwithstanding Ukraine’s successes with repairs and stabilization, national and regional power/heating grids remain vulnerable, with several more months of winter to go. This RFI summarizes the official response to the strikes, residents’ needs, and local reactions to the outages and the state’s measures to address them. Key recommendations include improving communication with constituents during outages, strengthening connection capacity during blackouts, providing additional support to online students and workers, prioritizing unemployed people for aid provision and providing additional assistance to less mobile constituents who are especially affected by outages.
