OVERVIEW

The Registered IDP Area Baseline Assessment provides granular data on the number and geographic location of officially registered internally displaced people (IDPs). This report assesses registered IDP presence at the hromada level, also mapping the recorded change since the previous round.

The data collected for the Area Baseline Assessment Round 33 reflects the up-to-date local administrative register of the IDP population as of 29 February 2024, equivalent to a total of 3,413,472 registered IDPs. Registered IDP figures were collected for 1,098 hromadas (83% of all hromadas covered in Ukrainian government-controlled areas), across 108 raions and 23 oblasts. Data disaggregated by age, sex and disability status were provided for around 83 per cent of the administrative units covered.

The full extent of this data is available through the Area Baseline Assessment dashboard, including all rounds since March 2023. Through it, users can access information about registered IDP population presence, as well as sex, age and disability disaggregation. The report, dashboard, and dataset at hromada level are for restricted circulation only, following the OCHA Information Sharing Protocol. This data is available for humanitarian partners on request.

METHODOLOGY

Data for the Area Baseline Assessment is collected through a network of key informants within the local oblast administration bodies across the country. Every month, IOM records figures on registered displacement directly from the regional authorities. To better support response actors, IOM collects and analyzes the sex, age, and state-recognized disability status of registered IDPs. These findings are presented at both the national and oblast levels, where available. The assessment further maps absolute changes in IDP numbers from the previous month in assessed oblasts. For this assessment, IOM defines IDPs as individuals who have fled their place of habitual residence since 24 February 2022, and are officially registered as an IDP in the registry kept by local, regional or national authorities.

The figures provided in this report reflect the recorded registered IDP population, and do not include displaced individuals who have not officially registered with the local authorities. As such, it likely represents an undercount of those who have been de facto forced to flee their homes.
