Introduction
In line with the priorities of the HCT Centrality of Protection Strategy 2024, Protection Cluster worked with a group of key actors at national and sub-national level to develop a set of recommendations on protection-oriented programming and do-no-harm approach in frontline areas.
The document includes a brief analysis of the main protection risks and dilemmas related to delivering humanitarian assistance close to the frontlines, explaining the rationale behind the importance of protection-sensitive and do-no-harm approaches. Thereafter, it defines the proposed risk mitigation measures recommended to HCT member organizations as actions to be taken when planning and programming of frontline humanitarian assistance deliveries across all sectors of the response.
The recommendations pertain to all types and modalities of humanitarian assistance delivered in frontline areas – both material and cash, including the inter-agency convoys facilitated through the Humanitarian Operations Planning Cell (HOPC).
