Humanitarian Needs and Response Plan 2026. Following an initiative by the Humanitarian Coordinator in Ukraine, the structure of the 2026 Humanitarian Needs and Response Plan (HNRP) was revised to align around four strategic priorities endorsed by the HCT, while retaining Cluster chapters in a separate annex to provide sectoral analysis and response plans. The Protection Cluster, jointly with the CCCM Cluster, co-chaired Strategic Priority Working Groups focusing on support to evacuations and protection for vulnerable IDPs and groups at risk of exclusion from social protection systems, active from August to November 2025. The working groups brought together representatives from other Clusters, UN agencies, and international and national NGOs to scope the strategic priorities, analyse critical multisectoral needs, and develop corresponding multisectoral response packages. Dedicated consultations were conducted with the IDP Councils and Organizations of People with Disabilities, in collaboration with Stabilization Support Services and Age and Disability Technical Working Group. In November, Protection Cluster Ukraine participated in the Global Protection Forum panel on Advancing Protection in Prioritized Humanitarian Action, sharing its experience in leveraging the centrality of protection in the issue-based HNRP. The launch of the HNRP 2026 took place on 13 January 2026. - Protection Analysis Update. In September, the Protection Cluster, in close cooperation with Child Protection, Gender-Based Violence, and Mine Action coordinators, released the Protection Analysis Update Ukraine 2025 (PAU), developed through a collaborative process involving a wide range of international and national protection partners. The PAU elaborates on the evolving protection environment in Ukraine, examining how the ongoing war continues to impact civilians through displacement, loss of safety, and erosion of coping mechanisms. Contributing to the 2026 HNRP shocks and needs analysis, it highlights key protection risks, including those related to evacuations from frontline areas, family separation, exposure to gender-based violence, and gaps in transit and reception arrangements. Dedicated presentation of the PAU 2025 and Multi-sectoral Needs Assessment focusing on protection needs was organized with CP, GBV and Mine Action Coordinators and REACH on 15 October.

- Peer-to-peer event on evacuations. On 10-11 July 2025, the Protection Cluster brought together 60 evacuations practitioners for a Peer-to-Peer Exchange on Humanitarian Evacuations 2.0, building on a similar event held in April 2024. The exchange focused on promoting updated Guidance on humanitarian evacuations of civilians with special considerations for children, strengthening communication with civilians throughout the evacuation process, enhancing early community preparedness, and applying learning through scenario-based group work. The event also supported the Protection Cluster’s localization agenda and fostered networking among practitioners and Cluster partners. The event report is available here.
