Overview of the current state of education and science in Ukraine in terms of Russian aggression (as of December 2022)

According to the Office of the UN High Commissioner for Refugees (UNHCR) as of December 20, 2022 the number of refugees fled Ukraine for other countries since 24.02.2022 is more than 16,6 million persons.

According to the Prosecutor General's Office of Ukraine as of December 24, 2022, since the beginning of the war, 450 children have been killed and 867 wounded. This data does not include data from areas where the active hostilities take place.

As of December 23, 2022, 2619 educational institutions have been damaged by bombing and shelling, another 406 are completely destroyed.

On December 20, 2022, the Government approved the Strategy of Gender Equality in Education until 2030 and its implementation plan for 2022-2024. The Strategy defines key principles, target audiences, strategic goals and tasks for implementing policy on ensuring equal rights for men and women.

The Ministry of Education and Science of Ukraine will ensure Ukraine’s participation in PISA-2025 Study, while the Ukrainian Center for Education Quality Assessment is defined to be an executive agency - the relevant order was adopted by the Government on December 16, 2022.

On December 21, 2022, the 6th meeting of the Sectoral Working Group on Education and Science took place in online mode. Topical issues of joint activities with development partners, results of 2022, plans for 2023 were discussed during the meeting. The Great transformation program "Education 4.0: Ukrainian Sunrise" was also presented at the meeting and the section "Education and Science" of the draft Ukraine’s Recovery Plan was discussed.

On December 01, 2022, the Minister of Education and Science of Ukraine Serhiy SHKARLET met the Ambassador Extraordinary and Plenipotentiary of the Republic of Finland to Ukraine Mr. Jaakko Lehtovirta. The parties discussed the further cooperation between the countries, support for Ukrainian school education, VET and postwar recovery. Mr. Jaakko Lehtovirta informed about the provision of 15 school buses to Ukrainian educational institutions. The Finnish side in the framework of the EU-funded "EU4Skills: Better Skills for Modern Ukraine" programme provided an additional EUR 1,500,000 in 2022 to purchase textbooks, modern laboratories and other necessary equipment for practical classes, etc. for vocational education institutions. In 2023, the Finnish National Board of Education (FNBE) is expected to offer financial support to vocational education in Ukraine in the amount of EUR 65,000.

On December 06, 2022, the Minister of Education and Science of Ukraine Serhiy SHKARLET held an online meeting with the Minister of the Kingdom of Sweden Mats Persson. The parties discussed the expansion of Ukrainian-Swedish cooperation in education and science in the context of Sweden’s presidency of the EU Council. Also during the meeting, the Ministers discussed the synchronization of curricula, re-crediting of grades and the possibility of studying the Ukrainian language for foreigners in leading universities in Sweden (by the example of the University of Gothenburg) and providing conditions for learning Swedish by Ukrainians.

On December 12, 2022, the Minister of Education and Science of Ukraine Serhiy SHKARLET held an online meeting with the German Federal Minister of Education and Research Bettina Stark-Watzinger. The parties discussed issues of further support for Ukrainian students, educators and researchers, temporarily residing in Germany, including ensuring continuity of learning, synchronization on school education and VET for IDPs, support for children residing on families abroad. An issue of continuation of Ukrainian-German scientific cooperation was also discussed.

On December 12, 2022, the Minister of Education and Science of Ukraine Serhiy SHKARLET met online the Minister of Education, Youth and Sports of the Czech Republic Vladimir Baláš. During the meeting, the parties discussed topical issues of further Ukrainian-Czech educational and scientific cooperation. The importance of the bilateral Agreement between the Ministries on cooperation in the field of education and science (signed on November 22, 2022) and joint measures for its implementation were discussed as well as active cooperation of Ukrainian and Czech higher education institutions within the Erasmus+ and other academic mobility programs was noted.
