2023 IN SUMMARY
Humanitarian partners reached nearly four million people with multipurpose cash assistance (MPC) in 2023, transferring more than US$ 660 million to people affected by the war in Ukraine. This followed a record year, with close to $1.2 billion transferred to six million people in 2022. In 2023, the Cash Working Group (CWG), ensuring operational coordination and reporting of the MPC response on behalf of the Inter-Cluster Coordination Group (ICCG), continued to recommend, wherever feasible and appropriate, the use of cash and voucher assistance (CVA) in Ukraine, including consideration of multi-purpose cash assistance (MPCA), in line with Grand Bargain commitments.
CVA modalities accounted for 33% of the overall response in 2023, of which 78% was MPC. The present analysis, which includes findings out of harmonized post-distribution monitoring (PDM), allows to further analyse the impact and efficiency of this response approach in offering people flexibility and dignity to cover their basic needs, while playing a key role in protecting livelihoods and supporting the local economy.
