Modular Town Risk Assessment Report Khersonska Oblast - February 2025 [EN/UK]

Introduction

This report presents the findings of the Risk Assessment conducted at Kyselivka Modular Town (in Chornobaivskyi, Khersonska), which has a dual-purpose modality serving as a Collective site and Transit site. Kyselivka modular town opened in July 2024 and is officially recognized by authorities under the Resolution 930. While the initial stay for residents is of three months, it was noticed that residents opted to stay longer at the time of the assessment. The site has 4 modular houses with 21 rooms, accommodating 52 people per module. Households are generally accommodated together and single residents are assigned rooms based on their gender. In the context of Khersonska, this site was chosen to the rollout of the Risk Assessment Tool given the accessibility vis-à-vis the security situation, coupled with the likelihood that similar sites will be open in the oblast.

The primary purpose of the Risk Assessment, conducted during a joint mission with Protection Cluster, CCCM Cluster, OCHA and NRC, was to identify risks related to gender-based violence (GBV) and overall situation of safety in the Modular Town, recommending measures to mitigate those risks and highlighting areas of good practices. The audit was carried out by GBV AoR staff utilizing the standardized GBV Risk Assessment Tool.
