Context
Ukraine is confronting the unprecedented task of investigating the disappearance of more than 80,000 individuals as a result of the Russian Federation’s full-scale invasion. Many of the missing are believed to have been detained, deported, forcibly transferred, or killed. Despite the ongoing armed conflict, Ukraine remains committed to meeting its international legal obligations to investigate disappearances, support affected families, and ensure accountability for crimes committed.
ICMP’s Role in Ukraine
ICMP supports Ukrainian authorities in accounting for all missing persons through effective, impartial, and internationally credible investigations. The program strengthens Ukraine’s technical, institutional, and legal capacity to investigate missing persons cases in a manner that produces evidence admissible before international courts.
ICMP’s assistance spans the full investigative process—from the professional recovery and examination of mortal remains, to determining cause and manner of death, to DNA-led human identification using large-scale genetic kinship matching between missing persons and their relatives. The process culminates in the establishment of irrefutable identity evidence that can support criminal accountability and the rights of families.
