Operational Situation
• The rapidly shifting frontline, increased frequency of shelling, drone attacks, and disruption of access to essential services such as electricity, water, and heating have continued to drive people from their homes in Kharkivska, Donetska, Khersonska, Sumska and Zaporizka oblasts. From 16-30 November, 6,700 people were displaced according to IOM Frontline Flow Monitoring assessment.
• In Pokrovsk, following the suspension of natural gas distribution early this month, local authorities have announced the halt of free-of-charge drinking water deliveries to distribution points in the city and the villages of the Pokrovsk community. Since 4 December, children and their parents or legal guardians have been subject to mandatory evacuation from 21 settlements within the Pokrovska and Komarska communities. As of 11 December 2024, regional authorities report 11,000 people remain in the city, including 11 children.
• Health Cluster partners responding at transit centers in Dnipropetrovska oblast report an increase in evacuees arriving with various injuries, including wounds sustained from mines and FPV drones. In only one week, between 30 November to 6 December, shelling, missiles, and drones killed at least 36 civilians across Ukraine, most of them in the Kherson, Zaporizhia, and Dnipropetrovsk regions.
Health Response
• In response to urgent humanitarian needs, some 17 Health Cluster partners, in close collaboration with local authorities, have mobilized to deliver essential health services to evacuees at designated transit centers. Key services provided include primary health care and mental health and psychosocial support, reaching a total of 5,880 people since the beginning of September.
• To ensure a comprehensive response, the Health Cluster is coordinating with the Protection Cluster to facilitate referrals, enabling the elderly, disabled and other vulnerable groups access humanitarian assistance.
• The Health Cluster is actively coordinating with the Inter-Cluster Working Group (ICWG), OCHA, and the Department of Health (DoH) to assess any additional needs and ensure that appropriate support is provided.
