Health Cluster Partner Emergency Response: Evacuations in Donetska and Kharkivska Oblasts in 2025 #3, (as of 31 March 2025)

Operational Context:

  • Between 1-31 March, approximately 18,600 individuals were displaced according to l|OM-assessed frontline settlements.

  • Those remaining in frontline communities face deteriorating conditions due to sustained shelling, disruption of essential services, and restricted humanitarian access. Security significantly worsened in Kostiantynivka and Pokrovsk, where increased shelling and drone attacks forced the displacement of 8,700 people between 1 and 15 March, according to the IOM Frontline Assessment.

  • Mandatory evacuations were announced in four additional border settlements in Sumska oblast, and 13 settlements in Donetska oblast. On 27 March, authorities expanded the mandatory evacuation zone for families with children, initiating evacuations from four newly designated hromadas in Donetska oblast.

  • In Dnipropetrovska oblast, voluntary evacuations are ongoing from frontline hromadas. Most of the evacuated people are receiving support from Health Cluster partners at the Pavlohrad transit center.

  • During March, approximately 1,020 people — many of them older persons and persons with disabilities — were received at the Kharkiv City transit center, and 2,053 at the Paviohrad center. The average number of evacuees arriving at Pavlohrad doubled compared to January 2025, indicating a significant upward trend likely driven by intensified hostilities, expanded evacuation operations, and the extension of evacuation zones. In contrast, arrivals at the Kharkiv City center remained stable throughout the first three months of 2025.

Health Cluster Response:

  • 12 Health Cluster partners, in coordination with local authorities, continue to deploy mobile medical teams to provide lifesaving healthcare services and mental health and psychosocial support. From January to March, Health Cluster partner teams delivered essential health services to 2,930 people in two designated transit centers in Kharkivska and Dnipropetrovska oblasts.

  • To ensure a comprehensive response, the Health Cluster is coordinating with the Protection Cluster to facilitate referrals, enabling the elderly, disabled and other vulnerable groups access humanitarian assistance. The Health Cluster is actively coordinating with the OCHA-led Inter-Cluster Working Group (ICWG) and departments of health (DoHs) to assess additional needs and ensure that appropriate support is provided.
