Ms. Mackenzie presented key aspects and findings of the "Dual Voices" component, part of the Multi-Sectoral Needs Assessment (MSNA). This component examines gender differences in household reporting, focusing on data coherence, gendered perceptions, and amplifying often unheard voices.
The study was based on phone interviews with 96 respondents from 8 regions and 35 districts of Ukraine, ensuring equal representation of urban and rural residents. The average participant age was 47, with 70% being draft-eligible men. Ethical standards were upheld through voluntary consent.
Conscription emerged as the fourth most commonly reported household protection concern, significantly affecting men's sense of safety and community well-being. Key demographic groups impacted by conscription concerns included urban households, higher-income respondents, and young men aged 18–29.
Livelihoods were identified as a major area of impact, with many men reporting job losses or movement restrictions, 48% of respondents reported experiencing or knowing someone negatively affected by conscription, a notable 14% reported avoiding aid or assistance due to conscription-related concerns.
The "Dual Voices" findings emphasize the need for additional protection measures addressing men’s safety and livelihood challenges. Despite the small sample size, the study recommends that protection issues related to constription should be considered in gender sensitive programming and advocacy. ..
