Frontline Assessment – Displacement and Humanitarian Needs in Sumy City, Sumska Oblast, Ukraine - 24 April 2025

This report documents the humanitarian situation in Sumy city following a new wave of displacement from frontline communities in eastern Sumska oblast in March and April 2025. Based on key informant interviews, a focus group discussion, and field observations, the assessment highlights growing shelter pressure in the city, major damage to housing and civilian infrastructure, and widespread needs among internally displaced persons (IDPs), especially those recently evacuated.

The findings point to critical gaps in hygiene assistance (particularly for older persons), insufficient psychosocial support, and a severe shortage of accommodation options. It also reflects local concerns over rising rental costs, delays in compensation, and reduced humanitarian coverage due to narrowed eligibility criteria and funding constraints. The report provides evidence to support coordinated humanitarian response planning in a context of escalating insecurity near the Russia–Ukraine border.
