In 2025, the Advocacy Working Group on Gender Equality, Inclusion, and Human Rights in Zaporizhzhia Oblast (the Regional GiHA Working Group), with the involvement of national experts from UN Women, conducted an analysis of the Comprehensive Municipal Programme “Veterans Policy of the Zaporizhzhia City Territorial Community for 2025–2027.” The results of the analysis revealed that the local humanitarian and development initiatives and interventions in Zaporizhzhia did not sufficiently address the specific needs of women within the veteran community.
Therefore, in August 2025, a study was conducted to identify the specific needs of women veterans, women from veterans’ families, and women from the families of fallen Defenders, residing in Zaporizhzhia Oblast. The study was carried out through focus group discussions held separately for each category, with participants including both local women and internally displaced women of different age groups.
Based on the study’s findings, recommendations were developed for local self-government bodies, the regional state administration, and local and international organizations to improve their response to the needs of women in the veteran community and to strengthen their participation in decision-
making processes.
