This research, conducted with the support of the Federal Foreign Office of the Federal Republic of Germany, consolidates key findings from fieldwork carried out in Dnipropetrovsk, Kharkiv, and Mykolaiv oblasts. It examines the barriers and opportunities affecting access to services for direct and indirect victims of explosive ordnance and explosive weapons, and identifies systemic gaps across health, rehabilitation, mental health and psychosocial support, social protection, and socio-economic inclusion.

The report provides clear, practical recommendations to strengthen coordination, inclusivity, and sustainability of national systems delivering assistance to victims. It also highlights opportunities to reinforce national ownership and long-term strategic approaches to Victim Assistance in Ukraine.
