This assessment aims to evaluate the effectiveness of FCA and its partners’ PSS (Psychosocial Support)
interventions in Chernihivska and Kharkivska, in addition to a minor component in Kyivska. MECS (Middle East Consulting Solutions) gathered and analysed data to understand current PSS needs, identify effective
approaches and practices, and recommend future interventions and good practices. The ultimate goal of
this assignment is to contribute to effective PSS in the context of education in Ukraine during the ongoing
crisis through providing FCA and other stakeholders with insight into best practices and areas for
improvement.
As per the TOR, the assessment aimed to answer questions around:
o effectiveness, relevance, and impact;
o quality, adherence, and accessibility;
o beneficiary feedback, satisfaction, and community participation;
o sustainability and long-term impact;
o challenges, lessons learned, and recommendations;
Based on the key questions set forth in the TOR, MECS developed an analytical framework which detailed
the key indicators, target questions, and various data sources.
