Context
Purpose and Objectives of this DPISP. Multiple humanitarian actors are working together to address various child protection risks affecting children in Ukraine, through providing a minimum of case management services to the most vulnerable children and their families/caregivers. This DPISP was developed collaboratively by members of the Child Protection Case Management Working Group (CMWG) on behalf of the Ukraine Child Protection Sub-Cluster.
The purpose of this Data Protection and Information Sharing DPISP (hereafter DPISP) is to provide specific guidance on data protection and information sharing in the context of inter-agency child protection case management and related activities in Ukraine. It does so by establishing agreed-upon guiding principles and general provisions which detail appropriate practices for safe, secure, and ethical collection, processing, storage, sharing and destruction of personal and non-personal data of vulnerable children. Furthermore, this DPISP describes the specific data points to be collected and shared, on a need-to-know basis, with whom and under what circumstances, for what purpose, and based on the appropriate legitimate basis. It is therefore the objective of this DPISP to protect against and mitigate potential risks to children and their families by ensuring the correct management of protection-related data.
Context and Principles. This DPISP falls within applicable international and national legal frameworks and is informed by inter-agency guidance and policies. This DPISP is both informed by and follows:
● the general guiding principles of survival and development
● the best interests of the child
● the principles of child participation and non-discrimination
● the principles of ‘do no harm’
● international principles and standards of personal data protection and privacy and respect for data subject rights
● best practices for confidentiality
All these principles require that information is only shared on a ‘need to know’ basis.
